Billy McKelvey has an extensive law enforcement career with 25 years of combined experience in municipal, county and state law enforcement services (including hire education).

Consistently recognized for exceptional communications skills to include public speaking, instructional leadership, and repeatedly called upon to handle complex and time sensitive tasks.

  • Assistant Jail Administrator - 1700 bed facility and 350 employees

  • Courthouse Commander – overseeing the courthouse operation 

  • Jail Investigation Commander (oversee hundreds of jail cases)

  • Internal Affairs - cases investigated including jail deaths and officer involved shootings.

  • Reviewed over 5000 uses of force by officers and detention staff

Billy McKelvey is the only law enforcement officer that we know of in the State of Oklahoma, that possess a graduate degree and instructor certificates in all three physical skills (Defensive Tactics, Firearms, Law Enforcement Driver Training).
